SJUR BERGAN
Head of the Education Department of the Council of Europe
Sjur Bergan is Head of the Education Department of the Council of Europe and leads the current Council of Europe projects on Competences for Democratic Culture and the European Qualifications Passport for Refugees. He has represented the Council of Europe in the Bologna Follow Up Group and Board since 2000 and chaired three successive working groups on structural reforms in 2007 - 2015. Sjur Bergan was a member of the editorial group for the Council’s White Paper on Intercultural Dialogue and a main author of the Lisbon Recognition Convention as well as of recommendations on the public responsibility for higher education; academic freedom and institutional autonomy; and ensuring quality education. Sjur Bergan is series editor of the Council of Europe Higher Education Series and the author of Qualifications: Introduction to a Concept and Not by Bread Alone as well as of numerous book chapters and articles on education and higher education policy. Sjur was also one of the editors of the Raabe Handbook on Leadership and Governance in Higher Education (2009 – 2015) and one of the session coordinators at the Bologna Process Researchers’ Conferences in 2015, 2018 and 2020. He is the recipient of the 2019 European Association for International Education Award for Vision and Leadership.
Adrian Veale
Programme Manager (International Cooperation), European Commission, DG Education, Youth, Culture and Sport
Adrian Veale works in the international cooperation unit of the European Commission’s Directorate-General for Education, Culture, Youth and Sport. He deals in particular with the way that Erasmus+ supports cooperation and mobility between Europe and countries throughout Asia. Erasmus+ is the EU’s flagship programme to support institutions and individuals worldwide, primarily in the higher education sector. A new phase of the programme will be launched in 2021, with a wider range of opportunities open to Central Asia.
Adrian – originally a British national - has also worked in other parts of the European Commission, including work on education cooperation with Asia in our Development Cooperation DG, on Erasmus Mundus and on the European Social Fund.
Ann Katherine Isaacs
Vice-Chair of the Bologna Follow-Up Group
From 2013 to 2016 she was Rector’s Delegate for European Programmes (Research, Learning and Teaching) at the University of Pisa.
From 1 July 2018, and until July 2020, she is Vice-Chair of the Bologna Follow Up Group of the European Higher Education Area, currently comprising 48 countries, numerous consultative members and partners.
In this context she has taken the responsibility for developing Global Policy Dialogue and organizing the Global Policy Forum which will be held in Rome in June 2020, in conjunction with the Ministerial Conference of the European Higher Education Area.
Isaacs has been deeply involved the Tuning Process around the world (Europe, Latin America, Canada, USA, Russia, and Central Asia); she is ECTS/DS counsellor and Bologna expert; she received the Erasmus Gold Award for Innovation and Creativity in 2008, and a Doctorate honoris causa from the University of Latvia, Riga, for her contributions to the European Higher Education Area and the European Research Area.
Baiba Ramina
Director, Academic Information Centre (AIC)
Baiba Ramina has been working in AIC since 1997. She has more than 25 years’ experience in education system. Baiba Ramina is the Latvian representative in the European Commission EQF advisory group, Lisbon recognition convention committee and in the network of national qualifications framework correspondents of the Bologna process, Bologna expert in Latvia. Baiba Ramiņa has participated in and managed the preparation of the following publications and reports – Referencing Pre-Bologna qualifications, 2010; Referencing of the Latvian Education System to the European Qualifications Framework for Lifelong Learning and the Qualifications Framework for the European Higher Education Area, 2011; Third countries education systems 2013; International qualifications in Latvia, 2015.
Colin Tück
The Director of the European Quality Assurance Register for Higher Education (EQAR).
He has been working for EQAR since October 2007, initially as Project Manager on behalf of its founding members (ENQA, ESU, EUA and EURASHE). Colin is overseeing the management of the Register and the support for the EQAR Register Committee, the management of the Database of External Quality Assurance Results (DEQAR) and EQAR’s contribution to shaping the European Higher Education Area (EHEA). He was a member of the Steering Group for the revision of the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG), and is a co-author of the European Approach for Quality Assurance of Joint Programmes. Prior to joining EQAR he was involved in quality assurance-related topics as a member of the European Students’ Union’s (ESU, formerly ESIB) Bologna Process Committee and of the Executive Board of the National Union of Students in Germany (fzs).
Dr. Anatoli Beifert
Professor, Wismar University of Applied Sciences
Dr. Anatoli Beifert works as Associate Professor at Wismar University of Applied Sciences, Germany. His main professional occupations are applied research in innovation, international logistics and regional development. Anatoli Beifert implemented a number of international EU funded projects in field of higher education and regional development in Europe, Central Asia, Latin America and South Africa.
David Lock
Secretary General of the Magna Charta Observatory
David Lock has been Secretary General of the Magna Charta Observatory since 2014. In this role he has led the development and delivery of an expansion and globalisation strategy and the Living Values project. He was Secretary to the process of producing the new Magna Charta between 2018 and 2020. Prior to this, he had a varied career in international higher education and university leadership. As Director of International Projects at the UK’s Leadership Foundation for Higher Education, David was responsible for instigating and delivering projects with over 30 different countries, some at Governmental level. Projects have included major programmes for Rectors and Ministry Officials to implement national HE reforms and autonomy strategies over several years and building partnerships between universities in different countries. He designed and led a three – year programme to prepare the universities of Kazakhstan to operate more autonomously.
Until October 2007 David was the founding Registrar and Acting Chief Executive of the British University in Dubai where he structured, built and then led the University following its legal creation by the Ruler of Dubai as a not-for-profit provider of Higher Education to UK standards. He is Chairman of Gulf Education Conferences and served on the International Advisory Committee of the British Council.
Ewa Weitsma
Honorary Professor at KazNAU, Almaty
An expert on High Education and international student & staff mobility
From 1991 till 2018 she was an International Project Manager at Wageningen University & Research, NL. She was responsible for project management (coordination and implementation) of 29 TEMPUS PHARE/TACIS/MEDA projects in domain of water, environment and agriculture addressing curricula update and Quality Assurance system at HEIs. From 1991-2001 leader of 16 Tempus PHARE projects involving universities and other public organizations in Poland, Slovakia, Czech Republic, and Hungary. From 2001-2014 leader of 13 Tempus TACIS/MEDA involving partner universities in Russia, Ukraine, Uzbekistan, Kazakhstan, Turkmenistan, Kyrgyzstan, Tajikistan, Morocco, Algeria, and Tunisia. Originator and facilitator of Eco-GIS Centre at Tashkent Institute of Irrigation & Melioration (TIIM) and 3 Double Degree Master Programs for Environment Sciences, Geo-information Science and International Land and Water Management between Wageningen University and TIIM.
From 2007 till 2017 Wageningen Local coordinator of 5 Erasmus Mundus projects IAMONET with Russia. From 2009 till 2018 coordinator of 3 Erasmus Mundus Action 2 Partnerships - `Central Asia Student International Academic exchange with EU- CASIA’. The CASIA projects are Erasmus Mundus Partnerships with Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. Originator and facilitator of Academic Mobility Centre at KazNAU in Almaty, Kazakhstan.
From 2013 leading project management of Erasmus Mundus Action 2 Partnership – Training of Individuals through Mobility from Uzbek Republic to Europe – TIMUR. From 2017 till 2019 was working as Vice Rector on Internationalization at KazNAU in Almaty.
From 2018till now representative of Wageningen Metropolitan Food Clusters for Central Asia.
Stephen Hagen
Professor, Expert in Higher Education Change Management & former Acting Vice-Chancellor
A former Acting Vice-Chancellor, academic leader and professor (with publications) with 25 years’ experience of full-time senior management in Higher Education, in the UK and abroad. Stephen specialises in the field of change management in Higher Education and is frequently invited to provide consultancy to universities. In 2018 he was invited to join East Kazakhstan Technical University as interim Pro-Rector for Strategic Planning. Stephen’s professorial status was conferred by four UK universities (including Warwick University) between 2006 and 2013; and two international universities (in Russia and Kazakhstan) 2013-2018. He has published in two fields: educational entrepreneurship and the application of languages to trade and commerce. In the UK he led and managed entrepreneurship and innovation at Warwick University and later UWE Bristol. In 2013 he designed the model of the ‘entrepreneurial university’ for the mission of the new University of South Wales.
Stephen has been a Visiting Professor by invitation in the USA, Russia, Germany, France, Spain, Belgium, Cyprus, Ghana, Barbados. From 2006-16 Stephen was an adviser to the European Commission (e.g. on Lingua, Information Society and TEMPUS programmes). Following an open competition in 2015, Stephen was selected to undertake a major international research project review the impact of Tempus on the internationalisation of universities in Central Asia, leading to a report published by the EC (2017). Between 2015 and 2017 Stephen was appointed ‘Higher Education Expert’ under the Technical Assistance Mission (TAM) Programme of the European Commission and has worked on assignments in Albania (2015), Kazakhstan (2016) and (again) in Kazakhstan and Bosnia (2017-18). In July 2019, Stephen was awarded an Honorary Doctorate by Voronezh State University for enhancing international partnerships in Higher Education. His formal academic title is: Professor Emeritus of Multilingual Business Communication.
Thomas Estermann
Director, Governance, Funding and Public Policy Development at European University Association
Thomas Estermann is leading EUA’s work on university autonomy, governance, management and their financial sustainability. Before joining EUA in 2007, he was Deputy University Director at the University of Music and Performing Arts, Vienna, a member of the universities' senate and involved in several reforms in higher education in Austria. Before that he pursued a career as a lawyer. He is member of several European and national committees, expert groups, editorial boards, advisory groups and contributes regularly to higher education management programmes and higher education reform processes. He has published extensively on the topic of university funding, governance and management.
Martina Darmanin
Human Rights and Solidarity Coordinator for the European Students’ Union (ESU)
Martina Darmanin is currently serving as the Human Rights and Solidarity Coordinator for the European Students’ Union (ESU), as well as Steering Committee member of the Lifelong Platform. Martina has a longstanding experience in policy and advocacy on the right to access and participation in higher education. She is responsible for coordinating solidarity actions for the protection of human rights and the fundamental values of higher education. Her work is further driven by achieving the Sustainable Development Goals, through the lens of the academic community’s social responsibility and engagement outside of higher education institutions.

Mukhambetkali Myrzabayevich Burkitbayev

Mukhambetkali Burkitbaev is a member of the editorial board of the first scientific journal in Kazakhstan in English and having an impact factor "Euroasian Chemico-Technological Journal", magazines "KazNU Messenger". “Chemical series"," Chemical journal of Kazakhstan", editor-in-chief of the journal of KazNU named after al-Farabi" International Journal on Chemistry and Biology".
Under the guidance of Professor M. Burkitbaev, 8 candidate and 4 PhD theses were defended, one of which is in English. Also Burkitbaev published more than 300 scientific papers, author of 8 patents. Fluent in English.

Tlektes Espolov Isabaevich
Rector of the Kazakh National Agrarian Research University, Academician of NAS RK
Since 2001 - Rector of the Kazakh National Agrarian Research University.
Espolov T.I. made a significant contribution to the development of the higher education system. Under his leadership, the university made the transition to a three-level training of specialists: bachelor-master-doctor PhD, introduced credit technology of teaching, systematic work is carried out to achieve the world level of education: the university entered the European educational space, joined the Bologna Declaration, concluded cooperation agreements with 50 th foreign universities.
Tlektes Isabaevich is one of the initiators of the development of academic mobility among agricultural universities of the republic, the head of international scientific programs and projects Tempus, Erasmus Mundus.
In 2001, the university became part of the Global Consortium of Agrarian Universities of the World, where T.I. is a member of the Executive Committee.
Sergey Pen Gennadievich

Zhasulan Shaimardanov Kudaibergenovich
Rector of the East Kazakhstan Technical University named after D. Serikbayev
Doctor of Biological Sciences, Professor, Academician of the Academy of Pedagogical Sciences of the Republic of Kazakhstan.
Zhasulan Kudaibergenovich was the vice-rector of the Pavlodar Pedagogical Institute, the first vice-rector of the Pavlodar State University, and then the rector of the Pavlodar State Pedagogical Institute. Was the rector of the Arkalyk State Pedagogical Institute named after I. Altynsarin.
His work experience also included work as director of the Department for Control of Education in Pavlodar Region of the Committee for Control in Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan. The last position he held was director of the Department of Higher, Postgraduate Education and International Cooperation of the Ministry of Education and Science of the Republic of Kazakhstan.
Dosmagambetova Raushan Sultanovna
Chairman of the Board - Rector of the Medical University of Karaganda
Doctor of Medical Sciences, Professor R.S. Dosmagambetova takes an active part in the implementation of research programs of the university, under her leadership, ten candidate and two doctoral dissertations were defended. For more than 10 years Raushan Sultanovna was a member of the Dissertation Council for the defense of doctoral dissertations, acted as a reviewer and opponent of dissertations. R.S. Dosmagambetova is a member of the editorial board of the journal "Medicine and Ecology", the Association for Medical Education in Europe.
He is the author of monographs, teaching aids, has over 260 publications, certificates of state registration of intellectual property objects.
Asylbek Kozhakhmetov Bazarbaevich

From 2005 to 2013 she worked as the coordinator of the Tempus program in Kazakhstan. From 2014 to the present, he is the coordinator of the Erasmus + program in Kazakhstan.
Over the years, she has participated as a speaker and invited expert in more than 30 international conferences on the development of TVE and higher education.
Has experience in creating and developing a non-profit organization in the field of education. He has been the director of the non-profit organization of the Association "Education for All in Kazakhstan" from 2002 to the present.
She has over 30 scientific publications on various aspects of the development of formal and non-formal education systems in Kazakhstan and other countries.
In 2016, she was awarded the Kurmet Order for “dedication, patriotism and professionalism in the development of the higher education system of the Republic of Kazakhstan”.
Sholpan M. Kalanova

From 2013 to the present, he is the President of the Independent Agency for Quality Assurance in Education.
Kalanova Sh.M. She was the coordinator for Kazakhstan in the Erasmus+ project “Promoting the internationalization of research through the establishment and functioning of a quality assurance system for educational programs of the third cycle in accordance with the European Integration Agenda” (C3QA 2017-2019 project). Participates in the Erasmus+ project "Implementation of the dual system in Kazakhstan" (2020-2022).
She is the author and co-author of 3 monographs, 4 textbooks and more than 170 scientific and methodological articles.
