The III Forum of Rectors of Central Asian Universities Took Place in Bishkek
On November 20, 2024, the III Forum of Rectors of Central Asian Universities was held in Bishkek under the theme "Transformation of Central Asian Universities in the Context of Global Challenges." The event brought together government officials, university rectors, scholars, educators, and experts from Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan, and Uzbekistan. The forum became a key platform for discussing pressing challenges and prospective directions for the development of higher education and science in the region. Acting Director of the National Center for Higher Education Development, Alibek Madibekov, also participated in the forum.
One of the significant outcomes of the forum was the signing of cooperation agreements between universities of Central Asian countries, aimed at fostering academic mobility, implementing joint research projects, and introducing innovative educational technologies. As a result of the event, the Bishkek Declaration was adopted, defining strategic priorities for the transformation of higher education. Among the key directions are the integration of education, science, and business; the development of environmental education; the improvement of quality standards; and the adoption of digital technologies.
As part of the forum, an official meeting took place between the leadership of Kyrgyz National University named after Jusup Balasagyn and a delegation of representatives from Kazakhstani universities. Participants discussed prospects for bilateral cooperation, including joint educational programs, academic mobility, implementation of scientific projects, and the exchange of advanced educational technologies. Special attention was paid to the implementation of the "University 4.0" model, which integrates science, education, and business.
The meeting concluded with agreements to develop joint initiatives aimed at strengthening ties between universities of the two countries, organizing scientific events, and creating working groups for the implementation of planned projects. These steps marked an important continuation of the forum's work and opened new horizons for partnership in the field of higher education in Central Asia.

about training seminar with editors of scientific journals
On November 30, 2023, the Committee for Quality Assurance in the Field of Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan, on the basis of the Kazakh National Women’s Pedagogical University, held a training seminar for editors of domestic scientific journals “State and prospects for the development of Kazakh scientific journals.”
The seminar was attended by more than 80 editors of scientific journals and vice-rectors for scientific work of Kazakh universities, representatives of Clarivate Analytics and Wiley, editors of foreign scientific journals. During the seminar, the transformation of the List of scientific publications of the Committee over the past 30 years, the current state of Kazakhstan journals, and development trajectories were outlined.
The seminar participants shared best practices and recommendations, information about the basic requirements for inclusion in the international citation database Scopus, and quality standards for Wiley journals. The speakers' presentations about their own experience in developing and promoting a scientific journal aroused great interest. The speakers focused on the issues of creating quality content, selecting and searching for reviewers, effective editorial processes, principles of work of the editorial board, and rebranding of an international journal.
During the seminar, participants had the opportunity to work in groups and present their ideas for the development of domestic scientific publications.

«Internationalization of Higher Education Institutions: International visibility of HEIs» Seminar, 23-24 February 2023
On February 23-24, 2023 the practical seminar for vice-rectors on international affairs, directors of international cooperation departments, deputy deans of kazakhstani HEIs, organized by the Committee of higher and postgraduate education of MSHE RK in cooperation with the Bologna process and academic mobility center on the base of Satpayev University.
Today, worldwide special attention is paid towards internationalization issues by researchers, theorists and practitioners of education, as well as by the authorities and the general public.
Kazakhstan has adopted an ambitious and outward-looking national education program with a clear goal of internationalization of education at all levels. Currently, Kazakhstan's system of higher education and science is actively expanding and strengthening international cooperation with leading educational organizations of the United States, Europe and the United Kingdom.

On October 6, 2022, a University Rectors’ Conference with the participation of BFUG, ministries and universities of Central Asia representatives will be held in Astana, Kazakhstan.
The Conference will be attended by representatives of the Ministries of Education of Kazakhstan, Kyrgyzstan, Tajikistan, rectors of higher educational institutions of Kazakhstan and Central Asian countries, representatives of international organizations such as the Council of Europe, Quacquarelli Symonds (QS), UNESCO, BFUG and the Academic Information Center of Latvia.
The conference is aimed at developing further steps for the development of regional cooperation in the field of education in Central Asia and activities of the Central Asian Higher Education Area (CAHEA).
The foundations for the creation of the CAHEA were laid in the projects TuCAHEA (Tuning the Central Asian Higher Education Area), CAEP (Central Asian Education Platform), and at the meetings of the Ministers of Education of the European Union and Central Asia, and other joint projects.
In 2021, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan adopted the Turkestan Declaration on the Basic Principles of the CAHEA. The goal is to unite the educational space of Central Asia by establishing priority areas of development on mutually beneficial terms, adhering to a single goal - the proper and full implementation of agreed principles in the field of education in Central Asian countries at the regional and national levels.
Then, in May 2022, a Forum of Rectors of Central Asia was held in Almaty. At the Forum, it was decided to create an Association of Universities in Central Asia.
The next step will be the opening of a permanent Bureau of CAHEA. The Bureau will operate on parity terms, with the inclusion of a representative for each country in its composition. The mission of the Bureau will be to increase the attractiveness of higher education in Central Asian countries through the promotion of Bologna reforms in the region. Promoting the implementation of the agreed principles of the Bologna Process in Central Asian countries at the regional, national and university levels will lead to an increase in the competitiveness of higher education systems.
The conference will end with the adoption of a joint statement on the opening of a permanent CAHEA Bureau, which will be located in the Bologna Process and Academic Mobility Center of the Ministry of Science and Higher Education of the Republic of Kazakhstan.

Of the 81st Bologna Process Follow Up Group (BFUG) Board Meeting
On October 5, 2022, the 81st meeting of Bologna Follow Up Group (BFUG) Board will be held in Astana, Kazakhstan. The meeting will be attended by representatives of the Ministries of Education of the Bologna Process co-chair countries, as well as advisory members - the Council of Europe, the European Association of Universities (EUA), the European Association of Higher Education Institutions (EURASHE) and the European Student Union (ESU). The Co-Chairs are represented by Kazakhstan, the Czech Republic, Azerbaijan, France, Sweden and Bosnia and Herzegovina, as well as Albania.
The participants of the BFUG Board will discuss topical issues of the development of the European Higher Education Area, progress in achieving the goals set by the ministers in the Rome Communique of 2020, as well as preparations for the next event – BFUG meeting, which will be held in Brno, Czech Republic, on November 7-8, 2022.
In addition, the participants will discuss issues of global political dialogue, the implementation of the Bologna Process in recently joined countries (such as San Marino), knowledge exchange in the European Higher Education Area (EHEA), the development of the social dimension in education. The results of the work BFUG Board will contribute to the preparation of the EHEA Ministers of Education Conference and the Global Policy Forum, which will be held in 2024 in Tirana, Albania.
Kazakhstan's co-chairmanship in the Bologna process and work at the BFUG Board confirms once again the strengthening of Kazakhstan's image in the world educational arena and contributes to the convergence of education systems.

Central Asian University Rectors’ Forum

On May 12-13, 2022, Almaty will host the Forum of Rectors of Central Asian countries.
The forum will be attended by representatives of the Ministries of Education of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, higher educational institutions of Kazakhstan and Central Asian countries’ rectors, large organizations’ representatives such as Microsoft, QS, Elsevier, Clarivate Analytics, as well as representatives of the Council of Europe, Bologna Follow-Up Group, Academic Information Centre (Latvia).
The purpose of the forum is to expand regional cooperation between universities in Central Asia.
In 2021, Turkestan city hosted the Conference of Ministers of Education of the Central Asian countries. As a result of the Conference, the Turkestan Declaration was adopted, in which the Ministers of Education of the Central Asian countries proclaimed the creation of the Central Asian Higher Education Area.
In addition, at the conference, the universities of the Central Asian countries adopted a Memorandum on the establishment of the Alliance of Central Asian Universities (hereinafter - the Alliance).
The Forum will discuss the further work of the Alliance. In addition, it is planned to sign bilateral agreements between higher educational institutions of the Republic of Kazakhstan and Central Asia, to reach agreements on:
- development of academic mobility of staff and students,
- ensuring mutual access to the educational platforms of universities that are members of the Alliance,
- opening branches and representative offices of universities in Central Asian countries,
- organization of scholarship programs,
- development of a framework standard for accreditation for the countries of Central Asia,
- as well as providing access to the electronic interuniversity library for universities that are members of the Alliance.
In general, the Alliance will contribute to the unification of the scientific, intellectual, creative potential of higher educational institutions of the Central Asian region to solve urgent problems and promote the global process of development of higher education and science around the world.

Conference of Central Asian Ministers of Education «Central Asian Higher Educational Area: regional cooperation, national reforms»

In June 17-18, 2021, in Turkestan city, the historical and cultural centre of Kazakhstan, the Conference of Central Asian Ministers of Education 2021 “Central Asian Higher Educational Area: regional cooperation, national reforms” was held.
The conference was attended by the Minister of Education and Science of the Republic of Kazakhstan A.K. Aimagambetov, Minister of Education of Turkmenistan O.A. Gurbanov, Minister of Higher and Secondary Specialised Education of the Republic of Uzbekistan A.Kh. Toshkulov, Vice-minister of Education and Science of the Kyrgyz Republic N.K. Omurov, as well as representatives of European organizations - the European Union, the Council of Europe, the European Commission, the Bologna Follow-up Group, Erasmus+.
The participants discussed the development of higher education systems in the region and also agreed on the issue of convergence and synchronisation of educational systems in order to bring together the region's intellectual and scientific potential.
The conference ended with the Turkestan Declaration adopted by all Central Asian countries. In the Declaration, the Ministers of Education proclaimed the establishment of the Central Asian Higher Educational Area (CAHEA). The head office of the CAHEA Secretariat will be based in Turkestan city.
The CAHEA will contribute to bringing together the scientific, intellectual, creative potential of higher education institutions in the Central Asian region to address current challenges and contribute to the global process of higher education and science development worldwide.
Central Asian Ministers of Education reaffirmed their commitment to create a common area of higher education based on the democratic principles of inclusiveness, innovation and interconnectedness, on accessibility of education regardless of nationality, age, social status.
Through the CAHEA, the convergence and synchronisation of higher education systems will facilitate the processes of recognition of qualifications with the increasing labour and educational migration of citizens.

About the International Online Forum «Global in the Regional: Kazakhstan in the Bologna Process and EU projects»

On October 20-21, 2020, the "Global in the Regional: Kazakhstan in the Bologna Process and EU projects" International Online Forum will be held dedicated to the 10th anniversary of Kazakhstan's participation in the Bologna Process and the 25th anniversary of participation in the EU Tempus and Erasmus+ programs.
The purpose of the forum is to summarize the results of Kazakhstan's 10-year participation in the Bologna process, the results of the Tempus and Erasmus + projects and to identify vectors for the further development of the higher education system.
Ministers of education from Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan, European experts, including representatives of the European Commission, Council of Europe, Bologna Follow-Up Group Secretariat (BFUG), representatives of Central Asian countries, rectors of Kazakhstani universities, representatives of employers and the academic community are invited to the forum.
Within the framework of the forum, it is planned to discuss new trends in the development of higher education in the face of new challenges, the expansion of the autonomy of universities, the formation of an innovative and digital ecosystem, as well as the formation of a Central Asian educational hub.
The issues of implementation of the main priorities of the Bologna Process will also be considered:
- global trends in higher education in new realities;
- strategy of internationalization of higher education of the Republic of Kazakhstan;
- new approaches to ensuring the quality of educational programs;
- optimization of the processes of recognition of qualifications obtained abroad;
- updating the National Qualifications Framework for Higher Education.
The event will contribute to further deepening regional cooperation, expanding internationalization, identifying future strategic priority areas of development, as well as improving the international image of national education and the country as a whole.
