The list of documents required for the provision of public services

For the recognition of documents on basic secondary, general secondary, technical and vocational, post-secondary, higher and postgraduate education

1. To obtain a certificate of recognition of a document on education, the following documents are submitted: - when applying to a State corporation:

1) an identity document and (or) in the form of an electronic document through the digital documents service (for identification of the identity) of the owner or an authorized representative on the basis of a notarized power of attorney;

2) application for recognition of educational documents in the form according to Appendix 1 to these Rules;

3) a copy of the legalized or apostilled document on education and its appendices with a notarized translation (if the document is completely in a foreign language), including the translation of the seal;

When issuing a document on education in a member state of an international treaty (agreement) on legal assistance providing for the abolition of legalization and (or) apostille of educational documents, an electronic/paper notarized copy of the document on education and its appendices and a notarized translation (if the document is completely in a foreign language) is submitted, including the translation of the stamp of the seal;

The certification of the translation of documents into Kazakh or Russian specified in this paragraph is carried out by a notary in the territory of the Republic of Kazakhstan or by the bodies of the diplomatic service of the Republic of Kazakhstan in the country in which the document was issued.

In cases of implementation of restrictive measures by the relevant state bodies, the introduction of a state of emergency, the occurrence of emergency situations of a social, natural and man-made nature in a certain territory, the service recipient submits an electronic/paper copy of the document on education and its appendices, together with their notarized translations (if the document is completely in a foreign language), including the translation of stamps seals.

4) for non–residents of the Republic of Kazakhstan - a copy of the identity document of the holder of the document on education (with translation into Kazakh or Russian);

5) payment information (not required in case of repeated treatment in the absence of a response to the request);

6) if the holder of the education document has been trained in the direction of the Ministry of Defense of the Republic of Kazakhstan, the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, attach a copy of the order on or an extract from the order on referral to the appropriate OVPO.

The employee of the State Corporation receives information about the identity documents of the service recipient from the relevant state information systems through the gateway of the "electronic government".

- when contacting through the portal:

1) application for recognition of educational documents in the form according to Appendix 1 to these Rules;

2) an electronic copy of a legalized or apostilled document on education and its appendices with a notarized translation (if the document is entirely in a foreign language), including the translation of the seal.

When contacting the service recipient through the portal, information is sent to the "personal account" about the status of acceptance / refusal of a request for the provision of a public service, as well as a notification indicating the date and time of receipt of the result of the public service.

For the recognition of diplomas of academic degrees, degrees of Doctor of Philosophy (PhD), Doctor by profile

To obtain a certificate of recognition of diplomas of academic degrees, degrees of Doctor of Philosophy (PhD), Doctor by profile, the following documents are submitted:

If the service recipient belongs to the category of persons specified in sub-paragraphs 1), 2), 5) and 6) of paragraph 23 of these Rules, in order to obtain a certificate of recognition of a document of an academic degree, a doctor of philosophy (PhD), a doctor by profile, a habilitated doctor, the service recipient sends an application to the service provider through a State Corporation or through the portal in the form according to Appendix 1 to these Rules with the following documents attached:

1) an identity document and (or) in the form of an electronic document through the digital documents service (for identification of the identity) of the owner or an authorized representative on the basis of a notarized power of attorney;

2) a notarized electronic copy/copy of an apostilled or legalized degree award diploma confirming the fact of defending the thesis in the country of protection, and a notarized translation of the degree award diploma into Kazakh or Russian (if the document is completely in a foreign language);

3) a notarized electronic copy/copy of the appendix to the degree award document (transcript) or information about the amount of academic disciplines and practices completed and/or a copy of the certificate of candidate exams (if available).

If the service recipient belongs to the category of persons specified in subparagraph 3) of paragraph 23 of these Rules, then in order to obtain a certificate of recognition of a document of an academic degree, Doctor of philosophy (PhD), doctor by profile, the service recipient sends to the service provider through a State Corporation or through a portal an application in the form according to Appendix 1 to these Rules with the following documents:

1) an identity document and (or) in the form of an electronic document through the digital documents service (for identification of the identity) of the owner or an authorized representative on the basis of a notarized power of attorney;

2) a notarized electronic copy/copy of an apostilled or legalized degree award diploma confirming the fact of defending the thesis in the country of protection, and a notarized translation of the degree award diploma into Kazakh or Russian (if the document is completely in a foreign language);

3) a notarized electronic copy/copy of the appendix to the degree award document (transcript) or information about the amount of academic disciplines and practices completed and/or a copy of the certificate of candidate exams (if available) and a notarized translation of the appendix in Kazakh or Russian (if the document is completely in a foreign language);

4) electronic copy/copy of the document confirming the invitation of the organization of higher and postgraduate education for foreign citizen;

5) electronic copy/copy confirming employment activity in accordance with the labor legislation of the Republic of Kazakhstan, certified at the place of work.

If the service recipient belongs to the category of persons specified in subparagraph 4) of paragraph 23 of these Rules, then in order to obtain a certificate of recognition of a document of an academic degree, Doctor of philosophy (PhD), doctor by profile, the service recipient sends to the service provider through a State Corporation or through a portal an application in the form according to Appendix 1 to these Rules with the following documents:

1) an identity document and (or) in the form of an electronic document through the digital documents service (for identification of the identity) of the owner or an authorized representative on the basis of a notarized power of attorney;

2) a notarized electronic copy/copy of an apostilled or legalized degree award diploma confirming the fact of defending the thesis in the country of protection, and a notarized translation of the degree award diploma into Kazakh or Russian (if the document is completely in a foreign language);

3) a notarized electronic copy/copy of the appendix to the degree award document (transcript) or information about the amount of academic disciplines and practices completed and/or a copy of the certificate of candidate exams (if available);

If the service recipient does not belong to the category of persons specified in paragraph 23 of these Rules, then in order to obtain a certificate of recognition of a document of an academic degree, Doctor of philosophy (PhD), doctor by profile, the service recipient sends to the service provider through a State Corporation or through a portal an application in the form according to Appendix 1 to these Rules with the following documents attached:

1) an identity document and (or) in the form of an electronic document through the digital documents service (for identification of the identity) of the owner or an authorized representative on the basis of a notarized power of attorney;

2) a notarized electronic copy/copy of an apostilled or legalized degree award diploma confirming the fact of defending the thesis in the country of protection, and a notarized translation of the degree award diploma in Kazakh or Russian (if the document is completely in a foreign language);

3) a notarized electronic copy/copy of the appendix to the degree award document (transcript) or information about the amount of academic disciplines and practices completed and/or a copy of the certificate of candidate exams (if available);

4) dissertation in electronic form (CD-ROM). A notarized translation of the abstract or an extended abstract (at least 40 (forty) thousand printed characters) in Kazakh or Russian is attached to the dissertation in a foreign language. The abstract reflects the output data, goals, objectives of the study, the relevance of the chosen topic, the main scientific provisions, conclusions and recommendations;

5) certificate of the Joint-Stock Company "National Center for State Scientific and Technical Expertise" (in any form) and certificate of the authorized body of the country or organization of higher and postgraduate education (in any form, if available), in which the dissertation was defended, on checking the dissertation for plagiarism;

6) list of publications.

3. In order to obtain a duplicate of the certificate of recognition of educational documents, the service recipient submits the following documents to the State Corporation:

1) an application for issuing a duplicate in the form in accordance with Appendix 8 to these Rules;

2) an identity document and (or) in the form of an electronic document through the digital documents service (for identification of the identity) of the owner or an authorized representative on the basis of a notarized power of attorney;

For non-residents of the Republic of Kazakhstan - a notarized copy of the identity document of the holder of the document on education (with translation into Kazakh or Russian);

3) if the holder of the certificate of recognition has changed his surname, first name or patronymic (if any) after receiving it, it is necessary to submit a copy of the certificate of state registration of acts of recording the change of surname, first name or patronymic (if any), or an act record of marriage or divorce (with translation into Kazakh or Russian) and the original of the certificate of recognition;

4) payment receipt (not required in case of repeated application)

Service providers receive digital documents from the digital documents service through the implemented integration, subject to the consent of the owner of the document provided through the user's cellular subscriber number registered on the e-government web portal by transmitting a one-time password or by sending a short text message as a response to the notification of the e-government web portal.

The employee of the State Corporation receives information about the identity documents of the service recipient from the relevant state information systems through the gateway of the "electronic government".

An employee of a State Corporation registers documents and issues a receipt for the receipt of relevant documents to the service recipient, or in case the service recipient provides an incomplete package of documents and (or) expired documents, refuses to accept documents and issues a receipt in accordance with Appendix 4 to these Rules. The day of receipt of documents is not included in the deadline for the provision of public services.

When accessing the portal:

1) an application for the issuance of a duplicate in accordance with Annex 8 to these Rules, certified by the service recipient's EDS;

2) for non-residents of the Republic of Kazakhstan - an electronic copy of the identity document of the holder of the document on education (with translation into Kazakh or Russian).
